Q: how to upload a pic for the profile?

This is new member saying Hi per the the systems' reccommandation -
Now a question - I wasn't able to find out how can I upload a picture for my profile - is that feature reserved to just a few exalted ones?

It's not reserved... but I don't know how to do it... and I'm technically the highest ranking person that ever logs in.
